Doug Farr, of Farr Associates, authored a provocative and timely Zoning Practice article that called for “precision planning” a concept that aims to reduce the gap between what plans say and what codes do.  For example, a community may desire a “walkable, 24-7 downtown” and state as much in the goals and objectives of their plan.  However, the same community may have policies and regulations that unintentionally inhibit or prevent this from happening.  Precision planning offers a way to move goals into actions by codifying a community’s desires.  This is the best way to ensure your next plan does not remain on the proverbial shelf.
